I think the nominations are made by readers and then the shortlist and winners are made by reviewers who read the nominations. The rules are on the site. Elisa

With Phaze works the publisher nominates them. I didn't necessarily want any nominations, because, seriously, I have no chance of winning.

There is no finalist list for the Spectrums. That's the list you see, period. The winners are taken from that. It's not like the EPPIEs.

I want to say that I don't see all the books published by Phaze in that list, but there are yours. So it means that they think yours are among the best. And so last year.
